SCIED Board of Directors

The South Central Indiana USA Board of Directors is made up of the following distinguished individuals:

Jim Plump, CEcD
President, South Central Indiana Economic Development Group

Jim Plump has served as Executive Director of the Jackson County Industrial Development Corporation since its inception in 1984. During his tenure, nearly 5,000 jobs have been created, and the county has experienced excellent industrial and economic growth with a tripling of Jackson County’s assessed value.

An Indiana native, Plump is a graduate of the University of Evansville (IN), and also graduated from the Economic Development Institute at the University of Oklahoma. He achieved “Certified Economic Developer” status in 1992 from the American Economic Development Council (now the International Economic Development Council).

Plump is a member of state and national development organizations, and in 1999 served as President of the Indiana Economic Development Association. He also has been a member of the Lt. Governor’s Economic Development Cabinet, and a lecturer at the Indiana Economic Development Academy at Ball State University. He is active in numerous civic activities, and was named Seymour’s “Citizen of the Year” for 2001.

Darrell R. Voelker
Secretary, South Central Indiana Economic Development Group
Darrell is the Director of the Harrison County ED Corp. His prior experience includes 18 years as the Executive Director of the Chamber of Commerce of Harrison County. His responsibilities include the management of the Economic Development Program. The ED Corp works as a partner with the Chamber and the Harrison County Tourism Commission and an administrative contract among the three organizations helps to coordinate the Economic Development efforts in the County.

Presently the Secretary of the South Central Indiana ED Group, Darrell sits on numerous Boards and Committees including the Regional Leadership Coalition, the Southern Seven Workforce Investment Associates, Historic Southern Indiana Board and is the current President of the Ohio River Scenic Byway of Southern Indiana. He is also the Past President of the Indiana Chamber Executives Association. In 1988/89 Darrell served as the President of the Indiana Junior Chamber of Commerce (then called Jaycees).

Darrell graduated from Bellarmine University in 1981, attended Harlaxton College in Grantham, England in 1980 and is a 1992 Graduate of the Institute for Organization Management at the University of Notre Dame.

Robert Peacock
Treasurer, South Central Indiana Economic Development Group
Robert Peacock is one of the founding fathers of the Scott County Economic Development Group and served as Chairman of the Board for the newly established organization for 5 years beginning in April of 1991. He currently serves as Executive Director of the Scott County Economic Development Corporation, and is Treasurer of the South Central Industrial Development Group. He has been instrumental in the industrial and economic growth within Scott County throughout the past fifteen years.

Peacock is a past Executive Director of the Farm Service Agency for the State of Indiana, only one of five Presidential appointments within the State. He is the current Chairman of the Board for Jackson/Jennings Co-op; is active in a multitude of civic activities, and sits on numerous Boards and Committees throughout the region.

R. Marc Elliott, AICP, CEcD
Mr. Elliott has 35 years of experience in urban planning, economic development, property management, and management of public sector development projects primarily in Louisville, Lexington, and Terre Haute. He has been Executive Director of the River Ridge Development Authority in Clark County, Indiana for the past 6 years. Since that time, the Authority has acquired ownership of 2,300 acres of real estate from the Army. Currently, private development has begun on 1,400,000 square feet of new industrial building space at River Ridge.

In Terre Haute, he managed the conversion of 2 former military properties into industrial parks. He is a Certified Urban Planner (American Institute of Certified Planners) and Certified Economic Developer (International Economic Development Council). Mr. Elliott earned a Bachelor’s Degree in Urban and Regional Planning from Ball State University and a Masters of Public Administration Degree from Ball State University. He has also served as a member and past president of several public sector development boards.

The Texas native has worked for a various chambers of commerce over the years. He’s also worked in the economic and work force development sectors.

Dalby's accomplishments is San Angelo included expanding commercial airline service, leading a successful capital campaign that included the public and private sector and spearheading additional efforts that identified new economic development.

Dalby is the first President/CEO of One Southern Indiana, a newly formed organization that is the product of a merger between the Southern Indiana Chamber of Commerce, the Southern Indiana Economic Development Council and SI 2020.
